Who we are 

BESCA has been established by the Building & Engineering Services Association (B&ES, formerly the HVCA) to act as an independent assessment and certification body for the building services industry.

The company was set up in response to the growing number of registration schemes required to satisfy Government initiatives such as Trustmark and new legislative requirements such as the Energy Assessor Schemes required by the Energy Performance of Buildings Directive and Competent Person Schemes allowing self-certification and notification work under the Building Regulations.

BESCA has been authorised by Government to operate the following schemes:

  • Competent Person Scheme for self-certification of commercial and domestic building and engineering services work under the Building Regulations (England & Wales)

  • Energy Assessor Schemes for:

      Inspection of simple and complex Air Conditioning Systems

      Energy Performance Certificates (EPC's) for non-dwellings

      Display Energy Certificates (DEC's) for public buildings

As well as offering Competent Person and Energy Assessor schemes, through BESCA's strategic alliance with NICEIC B&ES member companies now have access to a tailor-made Microgeneration Certification Scheme (MCS) for installers of renewable technologies.

Who should use the schemes

Businesses and individuals operating in the domestic and commercial building and engineering services (B&ES) sector:

  • Businesses wishing to self-certify and notify work to local authority building control under parts F, G, J and L of the Building Regulations - (more info)

  • Individuals, either self-employed or working for an employer, wishing to work as Energy Assessors producing Energy Performance, Display Energy Certificates, and Air Conditioning Inspection Reports -  (more info)

  • B&ES member companies engaged in the design and installation of systems using renewable technologies. BESCA’s ‘one-stop shop’ will allow B&ES member companies to notify the environmental technology which will allow clients to access the Feed-in Tariffs as well as notifying the controlled services work required under the Building Regulations - (more info)

Why use BESCA?

A single, highly cost-effective application and audit process will deliver membership of both NICEIC's Microgeneration Certification Scheme and BESCA's Competent Person Scheme that will allow:

  • Your customers to access Government funding initiatives such as Feed in Tariffs and the Renewable Heat Incentive; and

  • notification of the controlled services work under Building Regulations.
